Francis Kuhn
Executive Director, Atlantic County Workforce Development Board
Francis Kuhn is a dedicated workforce development leader with a strong foundation in human services and more than a decade of service to Atlantic County and the broader New Jersey workforce community. A graduate of the University of Pennsylvania with a Bachelor of Science in Biology, Fran went on to earn a Master’s in Social Work, bringing together analytical insight and a deep commitment to supporting individuals and families.
Before entering the workforce development field, Fran served as a Director for Children and Youth Services in Pennsylvania, leading programs that supported vulnerable children and strengthened family services. In 2011, he joined the Atlantic County Workforce Development Board, where consistent leadership and vision led to his advancement into the role of Executive Director. In this position, Fran has worked to expand training opportunities, strengthen employer partnerships, and improve services for job seekers throughout the county.
His commitment to workforce development also extends statewide. Eventually serving as President of the Garden State Employment and Training Association (GSETA), he has played a key role in guiding policy conversations, fostering collaboration across workforce regions, and supporting professional development throughout New Jersey.
Outside the office, he enjoys spending time with family and appreciates the balance and fulfillment that personal time brings.
